I think that it is a game bug. If your time is running out and you want more time, then restart the game: your timer will reset and you will have a whole fifteen minutes to keep thinking. However, I do not think that the developers care enough about the game anymore to fix it or to punish disruptive players. In fact, I do not think that they care enough to even respond to this post.
